Committed to professionalism, Qu has been a long time member of the American Bar Association, and a member of the Business Law Section (served on the committees of Business and Corporate Litigation, Cyberspace Law, and International Business Law), and International Law Section (served on the committees of International Litigation, International Trade, China Law, and International Criminal Law).
To assist the disadvantaged, Qu is also a member of the American Immigration Lawyers Association and a member of the National Immigration Project of the National Lawyers Guild, affiliated with the National Network to End Violence Against Immigrant Women.
After he received a Bachelor of Art and a Diploma of Law in China, Qu arrived in the United States in 1984 with only 60 dollars. Qu labored at many jobs to save for education and he received a Juris Doctor, and two Masters of Arts with an emphasis in international law & organizations and the history of modern diplomacy.
Based on his knowledge of the world, in May of 1989, Qu predicted the use of lethal force against the students, which occurred on June 4th and became a national tragedy. In July 1990, Qu predicted the invasion of Kuwait before it was actually launched by Iraq on August 2. In July 2006 when North Korea tested its missile technology, Qu predicted that North Korea would definitely go ahead with a nuclear bomb test which took place on October 8.
Qu has an extensive interest in various career ventures. To mention a few, Qu pays close attention to the legislature, partisan and lobby activities. He joins the Justice Department on various projects in fighting against international crime. He is listed on the Supreme Court of Minnesota Mandarin Interpreter roster and was a contracted linguist analyst with the Justice Department for years.
Qu participated in a 1999 project with colleagues of the American Bar Association Delegation for the mutual benefit of the United States and China. As a result, Qu co-authored "China and Hong Kong in Legal Transition: Commercial and Humanitarian Issues", published (English only) by the Department of International Law and Practice, American Bar Association in 2000.
